5. Braum
Braum can block everything Aphelios does, as well as locking him down easily with his Q, passive and ultimate. Really, Bruam might be the safest option against him.
4. Morgana
Morgana's black shield will be useful against Aphelios while he uses his "Gravitum" Canon. This nullifies the slow and the root part of his kit. The only issue with this is that Gravitum's damage output is mostly AP, making it actually effective at removing Morgana's black shield from targets just by doing damage.
3. Zed
Aphelios is immobile, so a bursty assassin like Zed might be able to kill him easily. The only problem is Aphelios has a weapon that is useful in close quarters combat. However, most assassins can probably deal with Aphelios quite well if he's unprepared.

Senna and Aphelios have aspects of their kits that overlap. Depending on the weapon, they have similar ranges, can sustain well and have crowd control. We'll have to wait and see which gunslinger out-performs the other, but it could be close.

Ashe can easily slow and pick off Aphelios with her passive and ultimate. Of course, she will need help from her team to do so because he will be hard to deal with alone. But for some of the same reasons as Braum, she can be very effective against him. The only barrier here is that Apelios still out ranges and out-damages Ashe.
